Instructions
  1. Mix sugar, oil, eggs, water, and pumpkin.
  2. In a separate bowl, mix flour, baking soda, baking powder, spices, and salt.
  3. Combine the wet and dry ingredients.
  4. Pour into muffin cups about 2/3 full.
  5. For the topping, cream butter and brown sugar. Add in the flour.
  6. Stir in honey, cinnamon, and pecans.
  7. Spoon over the tops of the the batter in each muffin top.
  8. Bake at 400 for 15-20 minutes.
